Discipline Policy

When you receive a red card the OS discipline process will be followed by the NCISL and is described below

You have two choices available to you

    1. Request a discipline hearing (DBH)

    2. Accept a suspension from the NCISL

Discipline by hearing (DBH)
If you wish to request a hearing then you must do so within 72 hours of the game by sending a written request for a Discipline By Hearing process to the NCISL Administrator. You must also pay a $50 hearing bond payable to the NCISL which must also be received by the NCISL within the 72 hours. This can be submitted by dropping off a cheque to the address on the website or email money transfer to admin@ncisl.com

If your request is successful then the NCISL will notify you that you can continue playing until you have a hearing.  Your hearing will be scheduled within 14 days. You must attend your hearing. You can not attend via conference call. At the hearing a panel will carry out a DBH as described by the Ontario Soccer Association. Following the hearing the NCISL will notify you of the outcome via email and will indicate your suspension and fine if applicable. We will also indicate your rights of appeal.

Discipline by review (DBR)
If you decide to accept a suspension then the NCISL will perform a Discipline by Review. In this scenario the NCISL Discipline Committee will issue you with a suspension as defined by the OS Discipline Procedures.

Your club will be informed of your suspension and fine by email. You can not appeal a decision made by the DBR process. You do not need to appear at a DBR meeting.

The NCISL Discipline Committee retain the right to request that you attend a DBH meeting if they believe that the offense is serious

Jurisdiction
The NCISL does not have jurisdiction over the more serious discipline offences, e.g. swearing at a game official, game official assault etc. These cases will be forwarded to the EODSA for a DBH or DBR.

Discipline Index
The NCISL has a discipline index where if a teams discipline is too high, they will be required to post a monatary bond for the following season.  More details can be found here.

Fines
The NCISL will issue a fine for all suspensions. The club is responsible for the payment of all fines. If the case is reviewed by the EODSA then they may issue an additional fine.
